That's probably not too bad of a thing because this is what they call drifting in Saudi Arabia.

That's a sign of a free society (ironic, this referring to Saudi Arabia). Anything that's not explicitly prohibited is not illegal.

I'm guessing it wasn't per say "legal", it was probably that there just wasn't any rules about it.
